The subsequent Master study takes two years. The lessons take place in attendance and combined form. This discipline was created by transformation of the preceding discipline of Crisis radiobiology and toxicology. The Civil emergency preparation is a discipline including the sum of civil management planning and control processes and bonds prepared by administrative offices, self-government bodies and designed institutions for solution of extraordinary incidents and crisis situations. It includes a set of actions and activities to determine the needs and variants of solution of crisis situations while respecting the given political, legal and economic conditions and making efficient use of the available resources the state is able to provide for internal and external safety.
The subsequent Master discipline allows the students to choose out of two modules. Additionally to common subjects, the student can choose either the OZ module (economic-health-organizational) focused on economical organizational-health care issues related to crisis management, or the RT module (radio-toxicological) focused on the issues of chemical, biological, radiological and nuclear noxae. The compulsory and compulsorily optional subjects are completed by optional subjects, so that the student, if interested, can acquire also grasp of the issues of the other module than the one the student has selected for study. By acquiring the corresponding theoretical and practical knowledge, habits and experience, the graduate will acquire the knowledge and competence needed to perform the following activities:
- perform basic functions related to participation in elaboration of crisis management concept and solution of extraordinary incidents and to implementation of such concepts and execution of the related control activities of readiness of the facilities of state and private sector to solve crisis situations;
- participate, as expert worker, in decision making in individual components of the Integrated rescue system;
- in case of meeting other conditions, be admitted to a corresponding expert position as member of the Czech Army, the Czech Police or the Czech Fire Brigade;
- as leading expert worker, work in state administration bodies in positions requiring full university education with focus on crisis management and on management in cases of public danger by chemical, biological, radiological and nuclear noxae;
- work in state administration bodies with focus on analysis, defence and protection against terrorism;
- work in state administration and self-government bodies in areas within which measures concerning prevention and solution of consequences of extraordinary incidents are addressed;
- work as expert worker in the area of safety at work in big industrial, energetic and agricultural businesses and in research plants;
- perform expert activities at workplaces at which the issues of chemical, biological, radiological and nuclear noxae are addressed from the perspective of environmental protection;
- perform expert activities at workplaces with of chemical, biological, radiological and nuclear noxae;
- participate in investigations of radiation and chemical accidents at seeking the level of their causing and determination of prevention principles;
- participate as expert teacher of higher professional school, lecturer or expert lecturer of university in lessons and scientific-research activity;
- manage work in information centre focused on the relevant issue.
The contents of the study program is based on the concept of education in compliance with public administration reform, updated by the Security Council of the State by Resolution No. 14 from November 16, 2004, and subsequently innovated by Resolution No. 32 from July 3, 2007.
